JOB SUMMARY:
Under the general supervision of the Public Health Administrator, the Fiscal Operations Manager performs professional accounting duties and assignments and supervision of fiscal staff for the McHenry County Department of Health. Supports accounting and fiscal reporting activities across the Department's five divisions, multiple programs and grants.
Responsible for planning, directing, supervising, and leading the Department's day-to-day fiscal operations including, but not limited to budgeting, accounting, grant reporting, purchasing, and assuring internal controls and compliance.
JOB FUNCTION:
Manages budgeting, accounts payable, accounts receivable, grant reporting and compliance for the Department. Assures effective financial management systems; institutes and evaluates accounting policies and procedures to ensure strong internal controls and adherence to financial policies. Analyzes and prepares financial reports and compliance with grant reporting requirements. Oversees billing processing and revenue reconciliation. Manages cash flow tracking and deposits; assures timely payment of invoices. Prepares information for review by internal and external auditors for annual audits. Supervises fiscal team.
MINIMUM QUALIFICATIONS:
Bachelor's degree in accounting or in a related field. Five years related experience including grants management, Medicaid/Public Aid billing and supervision of staff. Strong communication and critical thinking skills a must. Proficiency in Microsoft Office Suite. Microsoft D365 a plus.
STARTING SALARY/BENEFITS:
$82,420 (Grade 14E); Exempt position. Benefits include health insurance, pension plan, deferred compensation plan, paid holidays, personal, vacation and sick leave.
