Summary

The Social Worker is the Substance Use Disorder/Intensive Outpatient Program Clinical Senior Social Worker (SUD/IOP) provide specialty Mental Health services to the veteran population served in the Substance Use Disorder/Intensive Outpatient Program (SUD/IOP) at the VA Caribbean Health Care System. Services include provision of high-quality assessment, clinical treatment, advocacy, discharge planning and coordination of linkages to other appropriate VA or community service providers/agencies.

Basic Requirements:

• United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy
• Education: Must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE)
• Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited
• A doctoral degree in social work may not be substituted for the master's degree in social work

• Licensure: Must be licensed or certified by a state to independently practice social work at the Master's Degree level

• Grade Determinations: Senior Social Worker, GS-12 Experience and Education: The candidate must have at least two (2) years of experience post advanced practice clinical licensure and should be in a specialized area of social work practice of which, one (1) year must be equivalent to the GS-11 grade level
• Senior social workers have experience that demonstrates possession of advanced practice skills and judgment
• Senior social workers are experts in their specialized area of practice
• Senior social workers may have certification or other post-masters training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience in a specialty
• Licensure/Certification: Senior social workers must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure

Duties

• SUD/IOP Senior Social Worker will have experience that demonstrates possession of advanced practice skills and judgment, especially in crisis intervention and working with an interdisciplinary team and using short-term, solution focused counseling with individuals and families who may be in crisis, education and referral for resources and benefits, case management and post- intervention follow-up
• The incumbent is assigned for both administrative and clinical responsibility and operates under the procedures and policies of VHA, VISN and medical center, as well as The Joint Commission, OIG and other regulatory agencies
• Duties and responsibilities include, but are not limited to: Performs specialized treatment of complex physical or mental illness
• The incumbent has technical, administrative and clinical responsibility in the department, including crisis intervention, provides psychosocial services, conducts thorough suicide assessments, completing the CSRE and safety plans as indicated, evaluates for needed follow-up services, makes community referrals, assists with providing wrap around support to Veterans discharged from the Emergency Department and are pending follow-up mental health or substance use disorder appointments and provides psychosocial consultation to staff, as appropriate
• Responsible for educating the veteran and/or caregiver of the available services and assisting them in establishing the appropriate referrals based on the veteran's preference or that of his surrogate decision-maker
• The incumbent is part of an interdisciplinary team and works closely with the Psychiatrist to coordinate efficient VA mental health and SUD follow-up appointments, providing wrap around support pending Veteran engagement in follow up care and works to expedite community referrals and discharges
• The incumbent will act as an advocate when it serves the best interest of the veteran/family
• The incumbent is experienced in making rapid assessments and developing crisis management plans for admission to mental health inpatient programs
• Provides education related to VA and community resources, entitlements, Advance Directives/Living Will and will refer veterans/families to the appropriate interdisciplinary team member for identified health education needs
• Demonstrates the ability to teach and mentor staff and students in the special area of practice and to provide supervision for licensure or specialty certifications
• The incumbent as a field instructor or preceptor, supervises Social Work graduate students and provides a training experience for them in Social Work
• The incumbent works with students to develop training plans and goals
• Regularly assesses student's progress toward training goals and student's overall performance
• Participates in the school of social work's field instructor training programs, and the affiliation process
• Offers consultation to colleagues and students on the psychosocial treatment of patients treated in specialty areas, rendering professional opinions based on experience and expertise and role modeling effective social work practice skills
• Provides consultation/education to veterans and families on community resources, advance directives and VA benefits
• Develops and implements methods for measuring effectiveness of social work practice and services in specialty areas, utilizing outcome evaluations to improve treatment services
• Ensure safety of veterans and clinical staff by having competencies to face crisis interventions / prevention and management of disruptive behavior
• Social Worker will attend all appropriate staff meetings
• Collaborates in the performance improvement processes and comply with performance measures as required by the VA for their specific population and/or program
