This position is eligible for a $15,000 commitment incentive spread over a two-year period.
Summary: Conducts legal investigations, coordinates surveillance and background investigations.
Responsibilities: 1. Applicant Background Investigations- Maintains in-depth knowledge of the applicant background investigation package and is responsible for overseeing the timely and accurate completion of the component pieces by the applicant. Conducts exhaustive background investigations on all UNCH PD Officer I applicants. Ensures the thoroughness and accuracy of the investigations in accordance with the dictates of NC Criminal Justice Training and Standards Commission in a timely manner. Completes finger printing and accompanying documentation for UNC HealthCare Home Health Agencies. 2. Communications- Maintains ongoing relationships with the DA's Office and the SBI. Dialogues with neighboring Police agencies for the sharing of information. Communicates effectively via two-way radio, computer email, telephone and verbally. 3. Criminal Investigations- Conducts legal investigations. Coordinates surveillance. Develops and maintains rapport with all levels of institutional management regarding UNCH PD criminal investigations. Initiates and coordinates investigations where scope of the investigation requires the involvement of outside agencies. Keeps Chief and Director informed regarding primary investigations as appropriate. Acts as a resource person to Officers who require some direction as they conduct their own investigations. Maintains the integrity of the Departmental Evidence Custodial System. Acts as departmental resource person for preparation of evidence to be submitted to SBI Labs. Facilitates legal covert investigations. 4. Incident Reports- Maintains competence in the use of the Department's computer report writing software. Reviews all departmental incident reports for completeness and accuracy pertaining to investigative information. Advises Chief and /or Captain of any incomplete reports and those with insufficient content. Provides the second level check for the accurate completion and appropriate filing of Felony Prosecution Reports, Uniform Citations and other correspondence with the DA's Office. Must be able to write a concise, thorough and factual investigative report. 5. Maintains knowledge of pertinent policies and procedures for the department and the hospitals to include the departmental manual, hospital administrative policy manual, the Safety Manual and the Human Resources Policy Manual. Accesses a hard copy of the departmental and on line versions of necessary manuals, when policy guidance is required. Maintains familiarity with and applies various criminal statutes. Knows what probable cause is and applies that knowledge to various arrest situations. Understands and applies use of force appropriately. 6. Other Duties- Uses of the Departmental recording equipment both audio and video competently. Must annually pass the Departmental fire arms qualification. Acts as a resource person for Departmental personnel for Court preparation and testimony. 7. May serve as a multijurisdictional Task Force Officer serving State, Local, and Federal Partners.
