DEPARTMENT SUMMARY: The Corporate Finance departments and functions provide many services to our multi-hospital and health care services organization including Accounting, Accounts Payable, Payroll, Grant administration, Financial Planning and Capital Planning and Management, Treasury, and Real Estate Management.
POSITION OVERVIEW: The Grants Manager at St. Charles Health System reports to the Director of Accounting and is responsible for the oversight and management of all pre-award and post-award grant activities. This includes leading initiatives to secure funding, managing the grant application process, ensuring compliance, overseeing all financial transactions, addressing technical components related to grants and associated external funding, and managing the annual Single Audit.
The Grants Manager serves as the primary fiscal resource and contact between auditors, investigators, external grant-funding agencies, and pass-through organizations. This requires a combination of strong leadership, technical expertise, accounting, and management skills. This position is also responsible for developing and maintaining systems and processes to ensure compliance and effective execution of grant programs. As the department grows, the Grants Manager may manage other caregivers, providing leadership, guidance, and oversight of grant administration activities, while collaborating with internal and external stakeholders to ensure efficient and effective use of grant funds.
ESSENTIAL FUNCTIONS AND DUTIES
Grant Management & Oversight:
Oversees the issuance, maintenance, and administration of all grant awards and contracts. Manages the full grant cycle, including research and submission of grant applications, execution, reporting, accounting and closeout.
Collaborates with the executive team to ensure alignment of grant research and applications with the strategic needs of the organization.
Develops and implements grant-seeking strategies and identifies opportunities for new funding.
Provides essential support for project directors/principal investigators, and other caregivers in the development and submission of grant applications and other related activities, including the development of the project budget and budget narrative.
Coordinates and facilitates meetings with relevant departments to gather information necessary for the grant application and subsequent reporting, and to ensure ongoing compliance with grant requirements.
Technical & Financial Expertise:
Develops, modifies and implements policies and procedures to ensure compliance with Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards (2 CFR 200) and individual funder specific award requirements.
Leads the development and modification of accounting systems and procedures to ensure compliance with grant requirements, GAAP, and other applicable policies.
Directly supervises and oversees the financial management of grants, including procurement, fixed asset management, payroll tracking, and expense reporting.
Prepares financial reports and other necessary documentation required by grant providers.
Prepares the annual Schedule of Federal Expenditures (SEFA) report and ensures compliance with all related financial regulations.
Compliance & Audit Management:
Manages the annual Single Audits, working with external auditors and other stakeholders to ensure successful audit outcomes and submits the reporting package on the Federal Audit Clearinghouse.
Leads post-award financial activities including review and approval of fiscal expenditures, budgetary controls and institutional compliance with federal, state and other applicable governing regulations.
Responsible for the monitoring and assessment of St. Charles compliance procedures and standards; including collaborating with internal audit and compliance teams to maintain and enhance the organizations standards of compliance across all grant activities.
Responsible for monitoring and managing grant expenditures to ensure funds are used appropriately.
Manages the preparation and negotiation of the indirect cost and fringe rates with the applicable Federal Cognizant Agency.
Strategic Planning & Goal Setting:
Develops and manages the grant departments forecast, setting long-term grant revenue goals and driving the growth and sustainability of the grant function at St. Charles.
Works closely with leadership and stakeholders to ensure that the grant strategy aligns with the broader organizational goals.

EDUCATION:
Required: Bachelors degree in Accounting or Finance.

EXPERIENCE:
Required: Five (5) years of related experience to include a minimum of two (2) years experience in grant management/administration or Single Audit. Other related experience should be in high level accounting. Proven experience in grant compliance, and financial management.

Extensive knowledge of federal regulations, grant compliance (2 CFR 200), and financial accounting principles (GAAP).
