The role you’ll contribute:

The Executive Director is responsible for the direction and management of operational, financial and program activities for the Organ Procurement Organization (OPO) and Tissue Bank which include a staff of FTEs and 10 Per Diem staff within the following divisions: Administrative, Organ Procurement, Hospital and Professional Services, Quality and IT, Billing and Collections Service, Marketing and Public Relations, Kidney Perfusion, Surgical Services and the Tissue Bank. The OPO Director is one of such positions across the United States, each overseeing a donation service area (DSA) which is designated by the Centers for Medicare and Medicaid Services (CMS). The area consists of 10 counties, 40 hospitals and million people.

The Director is responsible for directing all clinical aspects of potential and actual deceased organ donors within DSA hospitals and import organ offers from other OPOs for local transplant recipients as well as export placement of organs at any transplant center in the nation. The Executive Director is responsible for overseeing an annual budget and adherence to financial management policies including preparing and administering the financial budget, maintaining the financial stability of the department, and adjusting all charges for organ and tissue acquisition fees. The Executive Director is responsible for reviewing, amending, and executing all contracts for the department in consultation with the legal staff. This position is also responsible for establishing and implementing policies for maintaining regulatory compliance with various agencies. By the nature of the designation from CMS, the OPO has specific regulations from CMS which include outcome measures. The OPO Director is responsible for maintaining these outcomes as well ensuring compliance with all standards and regulations from the Organ Procurement and Transplant Network (OPTN), the Food and Drug Administration (FDA), the Agency for Health Care Administration, (AHCA). The Executive Director is responsible for implementing Quality Plan by supporting Quality Assurance Performance Improvement (QAPI) initiatives at all levels of the organization aimed at meeting and exceeding CMS performance measures.

Scope of Responsibility:

·       Manage overall operations of the department in compliance with accreditation and certification standards of CMS, OPTN, and FDA

·       Ensure an organization-wide approach to performance improvement

·       Maintain Advisory Board in compliance with CMS regulations

·       In collaboration with Medical Director, develop and implement policies and procedures related to organ allocation, donor management, surgical recovery, organ perfusion, hospital development, media relations and donor family services as needed

·       Foster relationships with transplant programs

Compliance/Regulatory Responsibility:

·       As part of the Leadership, follow policies on Corporate Compliance (880.268) and Code of Conduct (800.259), completing an annual Code of Conduct Questionnaire (800.261).

·       Ensure compliance with all standards/regulations from CMS, OPTN, FDA, and AHCA

·       Ensure that regulatory reporting is supported by the OPO database with the MIS department

·       Provide staff education on compliance requirements

Operating & Capital Budget/Financial Responsibility:

·       Responsible for overseeing the submission and management of the annual operating and capital budget for the department

·       Monitor all cost enters of the department on a continuous basis adjusting standard acquisition fees when necessary.

·       Approve all expenditures of the department

·       In collaboration with leadership team, identify ways to decrease costs and reduce operational expenses Work with tissue banks, tissue processors and eyebanks to create cost sharing strategies

Strategic Planning Responsibility:

·       Develop, deploy and maintain a strategic departmental plan

·       Build and sustain positive relationships with transplant hospitals

·       Maintain and oversee 24/7

·       Effectively represent the OPO in relationships within the OPO and Transplant community

·       In collaboration with Legal Services, execute and maintain contracts and business agreements related to the OPO and Tissue Bank services

Performance Improvement Responsibility:

·       Responsible for implementing Quality Plan by supporting Quality Improvement / Performance Improvement initiatives at all levels of the organization aimed at meeting or exceeding CMS performance measures

·       Review and approve QAPI plan annually in compliance with CMS regulations

·       Benchmark Best Practices, selecting and measuring appropriate quality indicators related OPO goals
