Serves as the Associate Chief Primary Care at the Cheyenne VA Medical Center. The physician has decision-making authority, responsibility, and accountability on all issues affecting the Primary Care clinics. The physician collaborates with the Chief of Staff, the Associate Chief of Staff Medicine, the Associate Chief of Staff Mental Health, the Associate Director Patient Care Service Line and others to ensure that integrated goals and priorities for Primary Care are established and met. To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Preferred Experience: 5 years Primary Care, Leadership experience with Patient Aligned Care Team (PACT), Primary Care, and Vet Express. Board Certified in Internal Medicine or Family Medicine. Serves as a member of the Medical Executive Board (MEB), actively participating in the development of overall management objectives and philosophies necessary for the attainment of optimum efficiency in providing health care to the Veteran population. Provides input, advice, and counsel for the Cheyenne VA Medical Center and CBOC's planning, programming, budgeting, and general administration. The physician directs all activities of primary care, including budget and fiscal management, human resource management, strategic planning and program management and evaluation, assuring that the clinical and administrative functions are integrated to provide optimum utilization of resources. Participates in management discussions, decisions and policy-making and provides program direction to other directors, managers and assigned personnel within Primary Care. Responsible for attainment of at least Fully Satisfactory for all Performance Measures related to Primary Care. The physician coordinates and expands use of all pertinent resources available for patient care, develops community relationships/partnerships with individuals and with health, social and welfare agencies; develops cooperative relationships with corresponding services at local universities, healthcare organizations and other VA facilities. Identifies and develops potential sources of revenue within establishes VA regulations. Develops and implements internal programs, labor management relations, position management, merit promotion and performance management. Ensures all staff receives required and appropriate initial orientation, in-service training, and professional continuing education. Fosters a commitment to these programs from subordinate managers and staff. The physician is outcome-oriented, and data driven and supports and initiates activities for High Performance Development. Maintains a constant surveillance of Primary Care's compliance with standards of The Joint Commission (TJC) and other accrediting and regulatory agencies. Ensures compliance with utilization review criteria. Incumbent is fully responsible for ensuring and maintaining the quality of services provided by Primary Care. The position requires operational knowledge and experience of healthcare practices, principles, and administration. Membership in appropriate professional organizations is highly desirable. Physician must have knowledge of primary care programs to effectively carry out the varied management aspects of the position.
