Job Summary
The Field Programs & Construction Manager oversees safety, quality, and logistics programs across all capital projects in execution. Plans and manages special projects of significant complexity and risk including hospital and outpatient facility within the hospital system. Manages all phases of the project life cycle including planning, design, procurement, construction, schedule/cost management, risk management, and close-out. Ensures projects are in full compliance with all applicable policies, procedures, codes and regulations.
Job Specific Duties
- Evaluates and monitors safety, quality, and site logistics program strengths and weaknesses to mitigate potential risks or issues throughout the execution of all capital projects. Implements approved strategies and measures as needed.
- Serves as a resource to the Project Execution Teams, coaching and mentoring team on field related items.
- Liaison between and point of contact for the Construction Department for Environment of Care and other key stake holders within the organization including but not limited to site logistics meetings, safety concerns, and other field coordination items.
- Regularly provides field oversight, support and reporting to the Manager of Project Execution on projects’ quality and progress against the baseline and overall capital projects program schedule.
- Leads quality assurance and quality control functions across the complete capital projects program. Ensures key quality aspects are incorporated into construction projects.
- Participates in the punch list phase of projects and reviews and approves closeout packages.
- Responsible for continuous improvement and oversight of construction safety program across all capital projects and programs within the health system.
- Visits jobsites, enforces appropriate safety standards, and performs safety audits to develop, organize and run safety workshops. Ensures vendor compliance with all NCHS and NCHS Design & Construction department safety requirements.
- Coordinates and maintains site logistics program across all campuses and locations where construction activities are to occur.
- Effectively manages Key Performance Indicators related to budget, schedule, and quality.
- Plans, designs, and executes special construction projects to meet program requirements, budget, safety, & time constraints. Prepares project management plans for all assigned projects.
- Coordinates projects with all impacted NCHS stakeholders and provides ongoing project communication to appropriate parties about the project’s impact and status.
- Develops move/equipment management plans and leads implementation.
- Manages the procurement process required by the project and participates in contract negotiations resulting from Request for Proposal selection.
- Obtains all required hospital approvals (e.g., legal and management) and submits required documentation to the appropriate departments for purchase order issuance.
- Documents project information in an accurate and timely manner; ensures project files and electronic records are current, complete, and accurate.
- Ensures compliance with AHCA, ADA, NFPA, OSHA and local building codes. Follows up on issues and concerns, and takes corrective measures as needed.
- Reviews progress/status of all projects and identifies specific activities to be performed to ensure project deliverables, milestones, and required tasks are completed according to project deadline.
- Supports the development and ongoing updating of the Construction Department project delivery manual.
Qualifications
Minimum Job Requirements
- Bachelor's Degree in Architecture, Engineering, Interior Design, Construction Management or a related field (OR) 12 years of related work experience
- More than 10 years of experience in healthcare project management, general construction, or facilities planning/capital project management
Knowledge, Skills, and Abilities
- Project Management Professional (PMP) certification is preferred.
- Ability to implement NCHS procedures to ensure safety and security.
- Well organized with strong planning, project management, and leadership skills.
- Ability to uphold and enforce safety and quality standards.
- Excellent written and verbal communication and interpersonal skills.
- Ability to prepare accurate project scope documents, budget estimates, and schedules.
- Prior experience developing conceptual plans, budgets, and schedules.
- Highly skilled at monitoring and managing all aspects of a turnkey project delivery process.
- Familiarity with construction contracts and construction delivery strategies.
- Proficient in Microsoft Office (Word, Excel, PowerPoint).
- Proficient in Microsoft Project or Primavera scheduling software.
